Theory No More, Part Nine: Merry Christmas
There's a reason so many scandals revolve around China - because our entire history with their modern government has been one.
In 1995, Hongkong and Shanghai Banking Corporation (HSBC) and American bank Wells Fargo & Co. established a new bank in California called the Wells Fargo Trade Bank.
In 1997, HSBC and Wachovia formed a non-equity alliance.
In 1997, Hong Kong was returned to Chinese rule from Great Britain after a 99-year lease.
Also in 1997, China announced it had connected its research network to other networks outside Beijing through satellites.
In 2001, Bill Gates was the Chairman of the World Economic Forum.
Bill Gates had been carrying a steady presence in China for about five years through Microsoft.
It’s not all simply “Coincidence”
The Chinese government and economy are both very resistant to sudden change. They accomplish this by structuring their entire government from to top bottom in 5-, 10-, 20-, and sometimes 50-year plans or overarching doctrines.
The American system is susceptible to change every 2 years through Congressional elections of the House (2 years) and the Senate (every 2-years, a third is up for an election). This makes the American system far more nimble in catalyzing and responding to changes in the world at a national level, albeit not always graceful. Add into the equation State responses and there can often be disalignment in foreign policies.
The following synchronized movements of capital and talent to genetic, viral, and biometric surveillance research serve as a gleaming case study of how those within BOTH the Chinese and U.S. power structures have used inside knowledge to cement their grips on the levers of power and influence worldwide for decades.
All of these activities and decades of planning also underlie another purpose entirely — subverting the will of the American taxpayer and dictating the path of American “democracy.”
The U.S. State Department oversees the nation’s foreign policy and foreign affairs. In short — all things “foreign” run through the State Department.
Why it was titled THEORY NO MORE
In early 1990s, the Sun Wah Group expanded its finance activities through the establishment of the SW Kingsway Capital Group, a joint venture with the Kingsway International Group of Canada.
SW Kingsway Capital
SW Kingsway provided corporate finance and advisory services, corporate restructuring, securities broking, underwriting, shares placement and asset management services to private and institutional clients.
In 1998, Sun Wah became the majority shareholder of the Kingsway International Group of Canada, subsequential becoming the financial flagship of Sun Wah.
Jonathan Choi’s Sun Wah Group has been the parent company of Kingsway Group since buying it out completely in 2000. Oddly, the browser extension I use to translate in real-time changed “Kingsway” automatically to “HSBC”.
Lionel Ni
Also in 1998, Lionel Ni’s product, the EMIP-1 began being manufactured and distributed by a Mainland China-registered company called 3Jet — Zhuhai Siruijie Network Engineering Service Co., based in Zhuhai, Guangdong Province.
This company was originally a joint-venture with a 51/49 split between MSU professor Lionel Ni’s CC&T Technologies, registered in Okemos, MI, and China’s Aerospace conglomerate, CASIC.
The company opened both a Beijing and Shanghai office in 1999, according to page 4 of a TianYanCha credit report accessed from the Chinese internet.
This could be what CSTNET — China’s new research satellite uplink — was referring to in their own timeline of connecting via satellites for the first time. Lionel Ni’s device was for “cloud” computing.
Guangnan Holdings and Sun Wah
In a Guangnan Holdings 2000 Annual Report, published in 2001, Mr. WU Wai Chung Michael, or presumably “Michael Wu,” was listed as a non-executive director for Guangnan Holdings, or GDH, Ltd., a subsidiary of Guangdong Holdings — a State-owned “window company” in China.
Michael Wu was appointed as a director on April 9, 2001 according to the annual report.
Guangdong Holdings is a State-owned assets conglomerate in Mainland China who also listed a member of the National People’s Congress. Miss TAM Wai Chu, Maria, GBS, JP., LL.D, LL.B. was on the HKSAR Basic Law Committee, and the report also named a former judge from Guangdong and Sun Yat-sen University. Mr. LUO Fanyu.
Guangdong Holdings had been a food supplier before this time in 2000, while the Chairman of Kingsway’s parent company Sun Wah Group, Jonathan KS Choi, also operated a successful food empire between Hong Kong, Macau, and Vietnam.
In GDH’s 2000 annual report, the Group discussed ways to wind down the food service branches or sell the shares.
Listed as the Financial Advisor for Guangnan Holdings in 2000 was again Michael Wu, Director of Sun Wah Group’s flagship SW Kingsway Capital, sitting on the Board of Directors of GDH with institutional backing from HSBC.
Chinese Academy of Sciences’ Financial and IP Pipeline Confirmed
As a consequence, this verifiably extended Jonathan Choi’s financial advisorship from the Chinese Academy of Sciences into a Guangdong-Hong Kong-Macau, P.R.C.-managed investment conglomerate.
Cities in Guangdong Province include Guangzhou, tech manufacturing powerhouse Shenzhen, and Zhuhai, which is also nearby Macau.
Within the Sun Wah “tree” of companies at the time were multiple ties to the city of Guangzhou in Guangdong Province, and also Sun Yat-sen University specifically, though labeled “Zhongshan University” in the company’s public references.
Sun Yat-sen University is the alma mater of the owner of the Michigan election company called Konnech, Eugene Yu’s wife, Donna H. Wang, and may shed some light on previously “random” move from Galveston, TX to Michigan State some years before this all occurred.
Also among these companies is listed Beijing University in this particular translation, but better translates to Peking University.
Peking University was being leveraged by all Sun Wah, the University of Michigan, and Wayne State University for their law program.
Peking University also coordinated Thousand Talents Scholars through the University of Michigan, as we’ll return to soon.
Prudential Securities in the Year 2000
Prudential Securities made an IPO for an Atlanta healthcare customer service provider called Landacorp alongside SG Cowen Securities on February 9, 2000.
Landacorp used a CRM-based solution that utilized the same technologies dependent upon the “cloud” base-level tech that Lionel Ni pioneered.
Interstellar Network is China’s Star Link
However then-MSU professor Lionel Ni and CASIC came to their business arrangement for the “3Jet” business is yet to be seen. The deal was apparently fruitful for both parties, with Ni gaining a new year-2000-filed business with “En Wei Chai,” and later “Chen Chengqiang.”
On February 12, 2000, Lionel Ni’s Interstellar (Hangzhou) Network Technology Co. was established in Zhejiang Province along with “En Wei Chai” in the States. This brought cover for information technologies and IP to be brought directly into Hangzhou, Zhejiang Province and integrated into the universities under the same jurisdiction.
This would include Zhejiang University in Hangzhou, who ran an alumni association that included Eugene Yu and a connection to Lionel Ni at MSU. It’s also an automotive university, possibly explaining Eugene Yu’s “Engino Technologies” later.
Interstellar Hangzhou did business under the name ebanswers, 56iq, and 53iq, all of which now provide “signage,” screen displays, point-of-sale, kiosks, and advertisements, most often for healthcare and government facilities.
Chen Chengqiang, also the same Chinese spelling, is the name of a manager of Innospace incubator at Fudan University, but regardless is also listed as the manager of Interstellar Hangzhou.
On June 23, 2000, Lionel Ni split the company associated with his 1998 invention, the “EMIP-1,” CC&T Technologies, Inc., into 10,000,000 shares, shown in state business filing’s in Michigan’s LARA system.
On October 25th, 2000, he incorporated Angoya, Inc. in Michigan, presumably for his next development.
On March 5, 2001, an update — potentially capital, or even the addition of Chen Chengqiang — to the Interstellar Hangzhou entity occurred.
It would seem that in April 2001, Zhuhai Sruijie also made some sort of change within the business, evident through the same TianYanCha credit report from before.
At any rate, Lionel Ni’s tech, the EMIP-1, was reported to have been tested by the P.R.C. government, presumably after its absorption into the Mainland manufacturer and wholesaler.
From that, we can also deduct that the Chinese Academy of Sciences and, somewhere down the line, would come the People’s Liberation Army.
This new tech, the EMIP-1 was supposedly developed in the Michigan State eLANS laboratory for network diagnostics, but at its core, it was a computer chip that was capable of emulating an entire network environment in itself. It could essentially give a data connection a way to be “split” while not disrupting the original signal itself — it could “hijack” a signal.
It was a piece of HARDWARE, NOT software. A physical computer chip.
This fundamental technology is much of what underlies the entirety of “the cloud” concept, the federal government’s ALBERT failed sensors altogether, and could very well be what the NSA leverages as their “backdoor” into systems worldwide.
NSA has been accused repeatedly of spying on private communications of influential world leaders and journalists like Lt. Gen. (ret.) Michael Flynn and the late journalist Michael Hastings.
In the 2001 AZKEF member directory, Eugene Yu had a Prudential Securities email address ending in -@prusec.com as a member of the financial committee. Fellow member of AZKEF, also Zhejiang University graduate, Xipeng Xiao, was listed with his MSU e-mail address.
Xiao was the Director of Product Management in 2002 at Redback Networks, a Sequoia Capital-seeded IT company who opened a Hong Kong branch in 2000, later acquired by Ericsson in 2006.
But also buried in that year’s AZKEF directory was a Georgia Tech professor named Cheng Zhu along with members with Lucent Technologies and Aspen Technology, who were active in this market at the time.
Cheng Zhu and AZKEF
Cheng Zhu, a Columbia graduate, was working with the NIH at the time the Landacorp went up for its IPO through Prudential.
In February 2001, Sequoia Capital reported a 17.7% stake in Landacorp. Also a controlling investment was made by Austin W. Marxe for 5.7% through AWM Investment Group’s “Special Situations III Fund.”
Austin W. Marxe is from the Prudential “tree” of investors who founded his own AWM Investment Group, and in 2016, donated the most money ever donated to the school, $30 million, to City University of New York’s School of Public and International Affairs, having it renamed for him.
Xiao is now the head of Standard and Industry Development at Huawei Europe in Germany.
Xipeng Xiao was a 2000 PhD graduate under Lionel Ni in the eLANS Laboratory at Michigan State. In 2004, Yunhao Liu received his PhD from the same program under Dr. Lionel Ni and quickly rejoined Ni at Hong Kong University of Science and Technology upon Ni’s departure from MSU.
The same MSU computer science department and eLANS program have graduated numerous high-level Microsoft researchers since.
It could be surmised that Eugene Yu was a connection to Prudential somehow to secure capital for the intellectual property of Lionel Ni to run a “R&D facility in Michigan USA” on July 2, 2001, named LJ Connection, or even just to acquire it himself.
On July 3, 2001, Sun Wah’s tech subsidiary, Guangzhou Xinhua Technology Company, was registered.
Jonathan Choi’s Sun Wah also established the SW Kingsway Securities Ltd - Beijing Representative Office in July 2001.
Sunford
Sun Wah says to this day that their finances have been managed by Sunford Finance since 1985, though I could barely find any trace of whatsoever in Hong Kong of a “Sunford Finance”.
Strangely, the name translated out-of-context from the paragraph translates to “New World Finance” in simplified Chinese.
But there were a few traces of Sunford, for example, their lender’s licenses for 2014 and 2019, and their current listing with the Hong Kong Licensed Money Lenders Association.
Wang Wei
In a 2024, a HKSE-listed company, Hive Box Holdings named “Sunford” as a “company wholly owned by Mr. Wang Wei.” It also went own to name Mingde Holding and its subsidiaries as the other shareholders, Mingde Holding also being 99.9% owned by Wang Wei.
Mingde Holdings was reported by Harvard Kennedy School to have donated 60 million Yuan to Guangdong Province in philanthropy.
Wang Wei is another Chinese billionaire, owner of SF Express, with overlapping connections to Hangzhou’s Alibaba and its owner Jack Ma.
Wang Wei’s Origins as an Illegal “Courier”
…for the PLA?
Wang Wei was catapulted to status as China’s third-richest man in 2017 after his formerly illegal (in 2009, regulations were changed to allow private deliveries) courier service between Hong Kong and Guangdong called SF Express was listed on the Shenzhen Stock Exchange.
Mr. Wang Wei was reported by the South China Morning Post (SCMP) in 2020 to have been “making illegal cross-border deliveries from Hong Kong to China” before he started his official business in 1993.
It makes this a very scandalous story if that Wei Wang’s Sunford Finance has supposedly guided Sun Wah Group’s investments since 1985 when Wang Wei was 14 years old.
In the SCMP article, it’s disclosed that Wang Wei received his first investment of US$13,000 from his father after dropping out of high school to start the business.
The “Southern Tour” that Inspired Wang Wei
Wang Wei’s father was a Chinese-Russian interpreter for the People’s Liberation Army who moved to Hong Kong.
The Independent reported in 2017 that:
“Wang, the son of a Russian interpreter for the People’s Liberation Army Air Force, saw opportunity early in the trade across China’s border with Hong Kong, not long after former paramount leader Deng Xiaoping made his famous visit to Shenzhen and set the country on the path of economic reform.”
That “Southern Tour” occurred in 1992, just before SF Express launched in 1993. Had Wang Wei and/or his father already been pushing this “reformist” envelope with the blessing of the PLA?
Some of Deng Xiaoping’s remarks were so pointed at reform that it forced the P.R.C. government into submission.
“During the southern tour, Deng emphasized to several military leaders of the People's Liberation Army including Yang Shangkun, Liu Huaqing and Yang Baibing, that "those who do not promote reform should be brought down from their leadership positions", forcing Jiang Zemin, then General Secretary of the Chinese Communist Party (CCP), to support and continue the Reforms and Opening-up program. He also wished that Guangdong province would catch up with the "Four Asian Tigers" in terms of economic development within 20 years.”

When looking at a map from a bird’s-eye view, it becomes clear their main Hong Kong barracks are only blocks from the financial “center” of this story as well as several key financial offices.
HSBC Backs SW Kingsway
In 2020, ICIJ reported on rampant money laundering over the past decades ultimately amounting in the trillions since 9/11, including to known terrorists. All of this included HSBC.
HSBC publicly advertised paths at least dating to 2006 toward banking in markets that are sanctioned from Americans, or are otherwise closed off from the global banking systems.
Bank Fact Sheet
It’s no secret that China and Russia have for years offered ways around economic regulations for regional allies who have been booted from global banking. Vietnam has been used as an “off-shoring” spot for many investors for many years now.
This constant struggle between markets is what led to the world’s economies joining the Russo-Sino alliance of BRICS.
Through a Senate investigation, HSBC was named as a major funnel of laundered money to countries that other commissions found harboring terrorists. Could it be that intellectual property like the pieces all needed to remotely hijack an airplane had also been laundered?
In a Department of Justice press release from 2012, they clarify how long and to whom some of the prior laundering, during our time period here, occurred. HSBC themselves were aware of money laundering with the Middle East in 2000, the period at hand here.
On October 27, 2000, Wired reported that hackers had cracked Microsoft’s entire OS, which had just been used to custom-build a Chinese version of Microsoft 2000.
Davos and the World Economic Forum
In early 2001, Davos was hacked for credit card and other sensitive personal information from attendees at the annual conference.
On January 28, 2001, Palestinan Leader Yasser Arafat had shaken hands with Israeli Foreign Minister Shimon Peres, and minutes later gave a scathing rebuke of Israeli Prime Minister Ehud Barak and Netanyahu and the general policy toward Palestinian territory adopted by the Israelis.
In his address to the World Economic Forum as a co-chair of the group, Bill Gates was on a crusade against viruses and Global Health, in general. During his January 29, 2001 speech, Gates said:
“This lack of visibility continues to confound me.
This panel obviously, it's great of you all to come. Probably most of people here are amongst the small set of people who know and believe in these causes.
The world at large, it just doesn't have that much visibility.
If a plane crashes in India and kills 400 people, that will make the newspaper. People will say, "Plane crashes, four hundred people die." Well in that same day that that plane crashed, ten times as many children died unnecessarily.
They died of diseases where we have vaccines today that are very inexpensive that could be delivered.
You'll read about that plane crash as though that's the worst thing that happened. And the next day when there's no plane crash you won't read anything.
And so because it's constant and because it's large, it just simply doesn't get much attention.”
Flight Simulator
Bill Gates likely did have planes on his mind, however. Microsoft Flight Simulator 2002 was set to be released soon and was nearing its final stages of development.
A copy of Flight Simulator 2000 was reported to be seen in one of the Al Qaeda safehouses. The upcoming release of Flight Simulator in 2001 had to have the sites of the attack removed from gameplay just before its October 2001 release.
Microsoft’s hometown friends, Boeing, were the makers of every plane that went down that day — two 757s and two 767s.
On April 1, 2001, CNN reported that a U.S. spy plane had collided with a Chinese fighter plane. Only the fighter plane crashed but the Navy crew of 22, plus a Marine and Airman were safe and the plane was in Hainan. The article highlighted the capture of American spy technology.
On July 20, 2001 China Southwest was about to receive the first Boeing 737-600 in China.
On January 19, 2002, Financial Times and Washington Post reported that Chinese premier Jiang Zemin’s 767 was outfitted with spy equipment that “could be operated by satellite.” There was apparently no real rift between the leaders because of it.
Both the Chinese and Americans did not comment for the report, but the LA Times pointed out that the devices were detected when personnel heard a “strange whining noise” during the test flights in September of 2001.
Nimda Worm exploits “Code Red”
I’ve covered in this series how closely Carnegie Mellon University was to Beijing during this time, but in 2001, their CERT division issued a warning about a “Nimda Worm” that exploited leftovers from a previous hacking bug called “Code Red.”
They key takeaway from this is that the first advisory published on September 18, a week after the event, even explained that the bug’s exploits may take time to materialize into being detected.
More curious connections to China and Canada were found later.
The exact same day, Arafat ordered a ceasefire and Israel withdrew from its offensive.
Bill and Melinda Gates Foundation
Just last month in November 2024, the Washington Examiner reported that the Gates Foundation spent millions supporting the Chinese military’s partners and the Communist Party, itself.
In 2001, Bill Gates was the Chairman of the World Economic Forum and Microsoft had been in China for 6 years already. Microsoft had just built the People’s Republic of China their own version of Windows 2000, and was set to release a new “Microsoft Flight Simulator” in 2001.
Perkins Coie has forever represented both Boeing and Microsoft and have always had a strong presence in China.
In May of 2001, the Gates Foundation announced $70 million to Africa and the W.H.O. for vaccines, and in June of 2001, the Foundation announced that Bill and Melinda contributed $2 BILLION more into the Foundation for endowments, totaling 23.5 billion dollars.
Also in 2001, after the Gore-Lieberman campaign was defeated in the 2000 election to George W. Bush, a campaign operative, University of Michigan, and Harvard graduate Rajiv Shah went to work for Bill Gates as Director of the Bill and Melinda Gates Foundation.
At the exact same time as taking his post with the Gates Foundation in 2001, he claimed himself to be a “founder” of Latitude Capital, which was doing business in both Hong Kong and Beijing verifiably in 2002, but maybe sooner.
By 2005, Latitude listed an address in San Francisco, too. In 2008, Latitude was bought out by SG Cowen, just as Rajiv Shah was winding down at the Gates Foundation and giving some time before Obama would nominate Shah almost a year after inauguration.
Latitude also employed another prominent Chinese-American Republican — Peter Kuo.
Kuo has also been accused of his own political scandals in the past.
Shah stayed running the Gates Foundation until he was nominated to be Director of USAID - Hillary Clinton’s State Department’s investment arm.
When Lionel Ni left the University beginning in 2002, Eugene Yu provided an ongoing funnel for intellectual property transfers between MSU and the Chinese Academy of Sciences.
Microsoft and the Chinese Academy of Sciences
This is all especially important to know since this financial advisor to the Chinese Academy of Sciences, Jonathan Choi, has for decades transacted heavy amounts of seafood and real estate trading through Vietnam.
Don Di Lam was an asset trader and investment banker, and in the early 2000’s was the Director of Deutsche Bank Group Vietnam and the Deputy General Director of Vietnam Pricewaterhouse Coopers Co., Ltd. He held that position until 2003 when he started managing Jonathan Choi’s VinaCapital in Vietnam.
For over a decade, Choi has owned SunWah Tower with Lam running Vinacapital out of it in Ho Chi Minh City.
Whatever deal Eugene Yu made was likely garnered through his resources at Prudential, potentially even later down the road, linking up capital with Andy Ho, who led Prudential Vietnam’s bank investment strategy.
Andy Ho joined Choi’s Vinacapital in 2007 managing their venture capital and had remained there until his untimely death.
Also in 2007, Prudential sued its own partner State Street, who had been managing Gates Foundation finances, at least for the year reporting 2000.
HSBC in 2010 also made illegal moves that sounded like the moves Prudential had made in trying to finalize an upcoming transaction to acquire American Insurance Group — AIG. It was alleged by the Justice Department that HSBC made $38.4 million on the deal by manipulating stock prices.
The move sounded a lot like the moves CEFC made during their time with Hunter Biden to secure a deal with an energy deal with Russia and “Vladimir Putin’s right-hand man” according to mainstream press reports.
Former Prudential Vietnam and Vinacapital executive Andy Ho died suddenly just this past June at age 52.
They Never Thought She Would Lose
Obama Administration
In 2009, President Barack Obama appointed University of Michigan graduate and then-Director of the Bill and Melinda Gates Foundation, Rajiv Shah, to lead USAID — the international investment arm of the U.S. State Department — after a curious delay of leaving the post empty for nearly an entire year.
In 2008, the Bill and Melinda Gates Foundation donated $100,000 to Fudan university for Micro-RNA research.
On December 1, 2008, incoming President-Elect Barack Obama announced Hillary Clinton as his nominee for Secretary of State.
As part of the nomination and to relieve concerns of conflict of interest, Bill Clinton agreed to accept several conditions and restrictions regarding his ongoing activities and fundraising efforts for the William J. Clinton Foundation and the Clinton Global Initiative.

It was during the early days of the Obama Administration that both Peter Daszak and Harvard graduate Nathan Wolfe shifted from their nonprofit organizations, “Wildlife Trust” and “Global Viral Forecasting,” respectively, and focused on their for-profit companies, “EcoHealth Alliance,” and “Metabiota,” respectively, thus skirting financial reports typically required of international NGOs receiving federal (USAID) funds.
Both of these entities were spearheading the United States’ development of pathogens in both Ukraine and Wuhan, China at the infamous Wuhan Institute of Virology.
It was the Ukrainian biolabs that Russia used as part of its basis for invading Ukraine in 2022.
Turning on the Spigots
Eugene Yu first registered the name “Pollchief” in 2011 for his election software that was the subject of 2020-2021 illegal data transfers to Mainland China.
This came square between Michigan State University inking a Memorandum of Understanding with the alma mater of Yu’s wife and Michigan State Director of Nanomedicine and Molecular Intervention Donna Wang, Sun Yat-sen University, in July 2011 (from the above MSU graphic), and another agreement with Jonathan Choi’s Beijing-based K-12 program, 3e International School in February of 2012 (from the above MSU graphic).
It also began a string of what looks to be proof of Jonathan Choi’s education grants to Michigan State being used as intellectual property funnels to/from Eugene Yu, and especially so through MSU biometrics professor, Yiying Tong.
This graphic below illustrates the business filings of Eugene Yu in contrast with the lack thereof from Spartan Chinese School. Spartan Chinese School filed 4 years of business registrations on the same day in October 2017, about 9 months after President Trump was elected and took office.
2013 was the year that Eugene Yu first began filing business registrations for shell companies through 2017 that coincided with Michigan State’s K-12 Spartan Chinese School (presumably bankrolled by Fudan University Trustee Jonathan Choi) failing to report their own business filings to the Secretary of State of Michigan.
Keep in mind that “CNBrief” is a clear reference to the Konnech “ChineseBrief” website/communications portal developed around 2006 that spurred the development of the “PollChief” software in the first place.
Also realize that “GY Great Lakes” is a mashup of the names “Global Young Leaders Network” (later “Global Youth Advancement Network”) established at Michigan State, specifically for K-12 education by Jonathan Choi in 2014, and the “Great Lakes Chinese Center,” a.k.a. the Spartan Chinese School.
The K-12 school itself was riddled with Zhejiang University (ZJU) graduates and even paid MSU professors to come in for lectures to their students, exactly in the manner that ZJU’s “education foundation (AZKEF/ZUEF)” sent academics to Mainland China.
Yiying Tong, the IT head of the school in 2016 joined the Principal of the school, Guangming He.
Guangming He also runs MSU’s Innovation Center where Eugene Yu’s election company Konnech ran an office of their own.

Stephen Hsu

Another former CIA beneficiary and then-University of Oregon professor, Stephen Hsu visited the former-Chinese Academy of Sciences initiative called “Beijing Genomics Institute,” or BGI, for the first time in 2010 (MORE: https://www.geneticsandsociety.org/biopolitical-times/genius-genes-be-named-three-months-says-chinese-wunderkind)
There, he met another (20-year old high school dropout) researcher named Zhao Bowen, and subsequently launched a new program focused on identifying the “genius gene.”
Beijing Genomics Institute
BGI was founded as a Chinese Academy of Sciences-administrated initiative until breaking off into its own entity in the mid-2000’s.

Keep in mind the relationship of the University of Washington with Tsinghua University and Microsoft, now including through the GIX Institute. Microsoft provides China’s entire government with their own dedicated operating system through a joint-venture with the P.R.C. government.

Also contrast this with Microsoft’s relationship with the Perkins Coie law firm, who also represents Boeing, who worked directly with Tsinghua University as well as Lionel Ni, himself during this same concerned time period.
After the U.S. had adequately completed developing new biometric identification technologies through the 1990’s and 2000’s, and after integrating them into the federal surveillance state in post-9/11 America, Ming Hsieh sold Cogent Systems in 2010, but stayed as CEO until around 2016.
Mr. Hsieh launched his genomics for-profit company, Fulgent Genetics, in 2011, which subsequently went public in 2016.
The United States “science establishment” had been working with the “bat lady” Zhi Zhengli, as far back as 2004, and vicariously continued all the way through the time of the Covid-19 pandemic. As the Obama Administration, which included Hillary Clinton’s State Department, got under way in 2009, MSU’s Anil Jain began his guest professorship at China’s C9 League university, Tsinghua University, who still maintains a close relationship with Carnegie Mellon University.
This means that China’s leading university, Tsinghua University, is directly connected to one of the United States’ chief cybersecurity programs, CERT under the Cybersecurity and Infrastructure Security Agency, or CISA. This connection brought another pathway for integrating U.S. intelligence or defense technologies into the Chinese base, this time in biometrics.
CERT and CISA’s primary line of defense has been a device known as an ALBERT sensor, part of the EINSTEIN program, which seems to co-opt Lionel Ni’s exact concept — or even the invention itself — of the “internet emulator” to secure America’s network infrastructure.
The man leading that program at Carnegie Mellon, Subra Suresh, was inducted into the Chinese Academy of Sciences in 2014 while the Dean of the American University.

Leaving Beijing Behind?
Upon Anil Jain’s exit from Tsinghua University, and the apparent accompanying Chinese talent program in 2012, the FBI’s “CITeR” biometric research program shifted its leading university from West Virginia University to Clarkson. Upon that move, its premiere researcher, Arun Ross, left WVU for Michigan State to rejoin Anil Jain in the DOJ and FBI’s cutting-edge developments.
At the same time, satellite university programs like University of Arizona reorganized their own programs, which ultimately sent a leading Big Data researcher and AZKEF (from before) member Fei-Yue Wang back to China to reincorporate their own research into the Chinese Academy of Sciences.
The year of 2012
At Michigan State in 2012, the university hired Stephen Hsu as their Vice President for Research and Graduate Studies just as Anil Jain returned back to America full-time following his apparent three-year involvement in a Chinese talent program that led to his 2019 induction into the Chinese Academy of Sciences.
From this moment in time forward, Mainland China, namely Zhejiang University, across the bay from, and integral part of the Chinese Academy of Sciences, had a foot solidly in the door at Michigan State, and thus, the State of Michigan.
Remember from long before this time, the MSU donor and Chinese billionaire, Jonathan KS Choi, was a financial advisor to the Dean of the Chinese Academy of Sciences.

Between 2012 and 2022, the Department of Computer Science and Engineering at Michigan State University collected millions in funding from Facebook, Amazon, DARPA, IARPA, Microsoft Research, National Science Foundation, Army Research Office, Office of Naval Research, the U.S. Air Force, Ford, AT&T, DiDi, Department of Justice, National Institute of Justice (DOJ), Department of Homeland Security, United States Department of Agriculture, and National Institute of Health.
This research ranged from GPS technology, facial recognition, fingerprinting, tattoo recognition, “fairness aware algorithms,” which are the basis of “woke” artificial intelligence, advanced network security, to using motion gestures for mobile phone operations, and...

ILLIDAN Big Data Analytics
In 2015, Michigan State University brought in Jiayou Zhou from Arizona State University’s Big Data analytics program to start the ILLIDAN laboratory to analyze astronomical volumes of data from various disciplines of research, and from numerous sister-schools across the country.
All of the program’s partners included companies with significant presence in Mainland China and held open the door for MSU VP of research some of Stephen Hsu’s previous associations in Oregon.
Oregon Heath and Science University is the location where the very first Crispr gene editing inside a human body took place, most likely facilitated in part by the ILLIDAN Lab’s capabilities in “Big Data Analytics.”
Zhou’s previous tenure at Arizona State University was signed-off by another CIA partner in Michael Crow, the President of ASU.
During this time and at Michigan State specifically, the academic researchers at the school began exporting biometric surveillance technologies directly to Brussels, Belgium and NATO headquarters through Anil Jain’s protegé, Arun Ross.
Also in 2015, research was published from the infamous virologists Ralph Baric and Shi Zhengli titled, “Two Mutations Were Critical for Bat-to-Human Transmission of Middle East Respiratory Syndrome Coronavirus.”
This research included scientists from the University of Minnesota Medical School, the Lindsley F. Kimball Research Institute in New York, the Key Laboratory of Medical Molecular Virology of Ministries of Education and Health at Fudan University, the Center for Emerging Infectious Diseases at Wuhan Institute of Virology (operated by the Chinese Academy of Sciences), and the Department of Epidemiology at the University of North Carolina in Chapel Hill, North Carolina.
In 2006, an Alexandria, VA-based charity manager called “Charities Aid Foundation” was funneling their contributions back into the Chinese espionage machine on behalf of CITI Foundation.
Charities Aid Foundation is a UK-based nonprofit funnel who operates in the UK, US, and Canada.
2006 is the same year that Konnech self-reported on their past website that Pollchief development began. This is also when while coronavirus and vaccine research got underway in Africa, Ukraine, and China.
More pertinent to this story, in these 2006 filings, Fudan University received 15 times the amount of the other programs — $178,000 from the CITI Foundation.
According to Charities Aid Foundation’s 2006 and 2007 Form 990s, they contributed $54,000 to Huazhong University of Science and Technology in Wuhan, China, and $418,000 to Fudan University in the 2 reporting years.
Nothing Impossible for China, Hillary Clinton, and Jocelyn Benson
The man on whose back this rests as an integral part between the American-bound Chinese and the Mainland Chinese is none other than Jocelyn Benson’s old boss, Frank H. Wu.
Frank H. Wu
Frank Wu is the person referred to in my last article as “the former Dean of the Wayne State Law program.”
He has served on the U.S. Defense Department’s Military Leadership Diversity Commission, which submitted to Congress the report From Representation to Inclusion.
In 2012 he left Wayne State and later began helping Chinese students and professors navigate the intricacies of China’s Thousand Talents Program in the United States (see his secretly advertised document below) as a Director of the Committee of 100, based in New York City.
The Hoover Institution describes the Committee of 100 this way:
“The Chinese embassy also targets prominent Chinese Americans through the Committee of 100, an organization of the most elite Chinese Americans in the United States. Committee members report significant pressure from the Chinese consulate on committee members to toe the Party line. Some prominent Committee members are openly sympathetic to the goals of the Chinese Communist Party.”

Upon Wu’s departure from his Wayne State post, Jocelyn Benson took over as acting Dean of Wayne’s law program that made several trips to Beijing, namely Tsinghua and Beijing Normal Universities around the exact same time.
Tsinghua is where MSU professor Anil Jain was at for his apparent talent program stint.
As I covered in Part Eight, the Michigan-China pipeline included the University of Michigan, whose Center for Chinese Studies was at least partially financed by contributions by New York billionaire and part-owner of the Miami Dolphins, Stephen M. Ross.
The Center for Chinese Studies included one of Benson’s colleagues, Peking and Harvard University alum Julia Ya Qin. She joined the Chair of the Peking University Thousand Talents, Xie Yu, during her time at U-Michigan.
Ross continues work with Benson through his professional and collegiate sports-focused RISE nonprofit NGO.
Ross donated $5 million to Benson’s law department at Wayne State University after she departed in 2016, covered in my most recent entry to this series.
Benson’s husband, Ryan Friedrichs, deleted emails as Detroit's Chief Development Officer amidst a pay-for-play scandal between the city of Detroit and Stephen M. Ross’ company, itself.
The same company hired him upon resigning from his City of Detroit job.
