When Bending Precedent Leads To A Broken Nation
The Obama and Democrat legacy is built on bending precedent for just long enough to get the big ask.

I assure you this one is not a waste of time.
I don’t apologize for it anymore.
The subjects of Hunter Biden, Hillary Clinton, Ukraine, Russia, Covid-19, and China are all on the tip of the tongues of every contributor in the world.
What very few analysts and journalists do, however, is put any of these individual issues into context alongside contemporaneous events over the last 20 years.
That’s what this is.
Getting Started
Just days into Obama’s first term, Obama made an unprecedented move and appointed an Acting Administrator to the United States Agency for International Development, which operated under the Hillary Clinton State Department.
USAID is the U.S. government’s firehose of resources that distributes tens of billions of dollars to nations across the globe in the name of “international development” every year.
The agency exists, in essence, to function as the State-sanctioned international investment firm for the U.S. government.
Until this appointment, the Administrators of the Agency had always been nominated, passed along to the Senate, and confirmed.
It was the first time that an administrator chaired the agency in an “acting” capacity to begin a President’s term, and a move that effectively circumvented the Senate confirmation process.
It wasn’t until November of 2009 that Obama finally nominated Dr. Rajiv Shah to run USAID, who was unanimously approved by the Senate on Christmas Eve of 2009, and subsequently sworn in on the 7th of January, 2010 — nearly a full year after the unprecedented initial appointment of a stand-in Acting Administrator.
Today, the graduate of The Wharton School, University of Pennsylvania, and the University of Michigan also sits as the President of the Rockefeller Foundation.
Why The Delay?
Just prior to his nomination, Shah served as Director for Agricultural Development at the Bill and Melinda Gates Foundation, and was the foundation’s first Director for Financial Services to the Poor.
Shah also led the Strategic Opportunities initiative, where he worked with Foundation co-chairs to identify, assess and recommend new areas of giving.
Interestingly enough, Shah has listed on his LinkedIn account his tenures at the Gates Foundation and the USAID switching off in 2009, not 2010.
The Middle Man
The man quite actually stuck in the middle of two Presidencies and between serving in two offices was current member of the Board of Directors for Palladium International, Meridian International, Shared Interest, Council on Foreign Relations, and the International Advisory Council of the Carnegie Mellon University Center for International Relations and Politics, Alonzo P. Fulgham.
Fulgham enjoyed an entire year of freely executing USAID duties without Congressional approval, thus without direct accountability to anyone other than the Secretary of State at the time - Hillary Clinton.
Immediately prior to his unusual de facto appointment to lead USAID, Fulgham served as the agency’s Chief Operating Officer, overseeing the day-to-day business of the USAID between August of 2006 and January of 2009.
D.C. Madame
During his tenure as COO of USAID, Fulgham had a front row seat to what Politico called in 2008, “The tragedy of Deborah Jeane Palfrey,” Palfrey known today as the “D.C. Madame.”
Palfrey, a call-girl service operator, was convicted in April of 2008 for racketeering, money laundering and mail fraud in the operation of a call girl service out of Washington, D.C.
On May 1, 2008, Palfrey left a handwritten suicide note and hung herself with a nylon rope in a toolshed at her mother’s Tarpon Springs, Florida residence.
Caught up in the 2007 scandal was another Administrator of USAID, Randall Tobias, who also served as the first U.S. Global AIDS Coordinator and director of U.S. Foreign Assistance. He was a prior CEO of pharma giant, Eli Lilly.
On April 28, 2007, CNN reported:
”ABC reported on its Web site that [Randall] Tobias, 65, said Thursday that he had used Deborah Jeane Palfrey's escort service "to have gals come over to the condo to give me a massage." He told the network that there was no sex involved.
ABC said Tobias' private cell phone number was one of thousands listed on documents that Palfrey handed over to the network…”
Though Fulgham himself was not involved with the scandal as far as what is known, the proximity to global power and influence of USAID was an early symptom of things to come in the post-9/11 State Department.
Fulgham’s Wider World
Fulgham, during his his time as COO, oversaw the implementation of the 2006-2008 USAID Sudan Strategy Statement, which specifically laid out objectives for HIV/AIDS programs.
Just recently, Natalie Winters reported that the CDC and Global Fund have been involved in Sudanese HIV/AIDS mitigation programs since 2006, where USAID have also been implementing programs.
As USAID’s Chief Operating Officer from 2006-2009, Alonzo Fulgham was overseeing the day-to-day execution and operation of this and many other programs.
Driver or Placeholder?
CNET.com wrote an article in just 2018 that points out researchers who determined Chinese hackers have been attacking American government since 2009.
But the Center for Strategic and International Studies (CSIS) also reported that in July of 2006, Chinese hackers had breached an unclassified State Department server — during Fulgham’s tenure as COO for the agency.
This was confirmed in 2010 when WikiLeaks published “CableGate” — over 250,000 cables from the U.S. State Department, almost exclusively between 2003 and 2010.
Clinton’s Conflicting Directives
One of Clinton’s State Department’s first priorities of 2009 was an arms sale to the Saudis that included F-15, while later the same year under Vice President Biden, Hunter Biden’s Paradigm Global Advisors were leasing office space owned by those assisting the Iranian government avoid U.S. nuclear sanctions.
It was later seized by the U.S. government.
All of this was running while Hillary Clinton was also trying to secure a prisoner release from Iran.
Then-Vice President Biden’s brother, James, and son Hunter decided that despite their family’s position in government, it wasn’t worth closing the fund until the housing bubble of 2008 was exacerbated by the global recession of 2010.
Also with Alonzo Fulghum running USAID — unconfirmed by the Senate — Hillary Clinton was setting up her now-notorious email server.
Hunter Biden, Devon Archer, and (again) Secretary of State John Kerry’s stepson, Chris Heinz, founded Rosemont Seneca Partners in the same summer of 2009, just as the Pirbright Institute filed for a patent for manipulating RNA as viral treatments.
The Pirbright Institute has been a recipient of obscene amounts of capital from the Gates Foundation since the 2010’s.
Legislating Through Executive Order
On December 17, 2009, President Obama began restricting transparency by signing an amendment to Executive Order 12425, “DESIGNATING INTERPOL AS A PUBLIC INTERNATIONAL ORGANIZATION ENTITLED TO ENJOY CERTAIN PRIVILEGES, EXEMPTIONS, AND IMMUNITIES.”
Part of the text within the order read, “property and assets of [INTERPOL], wherever located and by whomsoever held, shall be immune from search, unless such immunity be expressly waived, and from confiscation.”
This brought immediately to mind recent reports of the People’s Republic of China setting up “police” surveillance stations inside American cities.
Later, on December 29, 2009 — two days before a major Gates Foundation announcement — Executive Order 13526 was signed by President Obama, classifying essentially anything to do with a foreign government.
Below are the guidelines that federal agencies use to govern applying redactions to public documents.
The Order, “prescribes a uniform system for classifying, safeguarding, and declassifying national security information, including information relating to defense against transnational terrorism.”
On its surface, the Order sounded like an order to increase transparency, but legally, it read like a loophole for increased secrecy in the name of national security, as Politico all but said outright.
Just before his confirmation and swearing in as USAID Administrator, on January 1, 2010, Dr. Rajiv Shah’s (assumedly) then-former Gates Foundation pledged $10 billion dollars to vaccine research over the next decade.
Being as it were, vaccine and viral research would prove to be another seminal focus of USAID moving forward under Shah’s leadership.
It’s imperative to condense all of this into a few short thoughts, and to “stick a pin in it” for later.
USAID was being run by someone unconfirmed by Congress for Obama’s entire first year.
Hillary Clinton, President Obama, and the entire Biden family were feverishly building influence and personal enrichment apparatuses.
Through Executive Orders, President Obama established legal firewalls to uncovering government activities,as well as international “police” that his Administration allowed to roam free.
Rajiv Shah had been laying the groundwork for The Gates Foundation’s next decade of investments, while seeming to maintain his own capital investment group, just before taking the reigns of USAID.
With some of the underlying activity to Obama’s appointment of an Acting Administrator to USAID out of the way, let’s fast forward to another item I’ve grown even more fascinated by, now two years after initially discovering it.
The Bidens’ Lucky ‘13
As stepfather to one of Hunter Biden’s business partners at the time, John Kerry was sworn in on February 1, 2013, following what was a grueling and extensive Benghazi fiasco for Hillary Clinton and the U.S. State Department.
Just weeks before Hunter Biden failed his Navy drug test, the World Economic Forum published an article authored by Metabiota founder and CEO, Nathan Wolfe, highlighting a new threat from bat coronaviruses.
As is now known, the investment firm that Hunter Biden and Chris Heinz ran together was also wrapped up with Nathan Wolfe’s new viral surveillance private company, Metabiota, along with Peter Daszak’s EcoHealth Alliance, formerly “Wildlife Trust.”
Just before the World Economic Forum article, Nathan Wolfe was operating as a nonprofit called “Global Viral Forecasting Institute,” but as a nonprofit, would face certain financial reporting obligations.
As a private contractor, “Metabiota” could operate being accountable only to its stakeholders, and also being able to turn profit.
After this new, emergent pathogenic threat, Rajiv Shah’s USAID then began funding coronavirus research by giving EcoHealth Alliance two million dollars over three years in September of 2013.
Immediately after receiving the funding, Daszak and Dr. Shi Zheng-Li revealed publicly that viruses were now able to jump from bats to humans.
President Obama designated Vice President Biden the “point-man” of his “Asia Pivot” policy in late 2013, and in December of that year, the now-notorious Air Force Two flight occurred, where Hunter joined his father to attend the former’s Chinese business meetings.
Immediately after the Air Force Two trip, Hunter Biden’s partnership with the Chinese joint-venture Bohai Harvest materialized, as later emails from Hunter’s associates indicate that Devon Archer was also scrambling to set up a bank account for Yelena Baturina.
Baturina is the widow of the former Mayor of Moscow. Hunter’s associates finally completed setting up a J.P. Morgan account for the “USSR shotput champion,” to, “establish a U.S. banking relationship,” in January of 2014.
Just weeks after the account was opened, Hunter was officially discharged by the Navy Reserves and Baturina sent Hunter the $3.5 million payment. Obama brokered at least one million of a $17 billion IMF bailout for Ukraine soon following.
Timing Is Important
No sooner than Joe and Hunter’s Air Force Two wheels touched back down in America in December of 2013, Rajiv Shah’s USAID started contemplating an amendment to agency policy.
It would eventually be effective October 19, 2015, and would be absorbed into the Office of Management and Budget (OMB) “Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.”
Among the guidelines were cut-outs for “case-by-case” basis exceptions to grants and funding for non-Federal entities, so long as no other laws applied, or where approval was expressly stated by law to be required.
This hypothetically allowed (if unchallenged) the Assistant Administrators of USAID, who oversee the implementation of the Agency’s regional objectives, and a “cognizant agency” involved with certain funding, to determine on a “case-by-case basis” the merits of said funding to non-Federal entities (contractors, ie. EcoHealth Alliance and Metabiota).
It becomes curious to imagine what doors that may or may not have opened to reallocated (excess) funding from within USAID after receiving Federal money.
As you are about to see, this Rule went into effect just as one of USAID’s partners were about to utilize PRC students within the academic departments and laboratories working on DoD and USAID-NSF projects.
Paige Alexander
In 2014, Paige Alexander was again nominated and submitted a statement to Congress, this time to serve leading USAID in the Middle East and North Africa.
Her previous post was overseeing the Europe and Eurasia administration of USAID’s programs — which includes China, Russia, and Ukraine — between 2011 and 2014.
Interestingly, as EcoHealth Alliance and Metabiota got off the ground in Ukraine and eastern Europe, Alexander was reassigned to the geographic region of Northern Africa that includes Sudan.
In addition to her work with the Rockefeller Brothers Fund and George Soros’ Open Society Institute between stints at USAID, PAige Alexander now serves as CEO of the Carter Center in Atlanta, GA.
On April 3, 2014, Care.org issued a press release titled,
“USAID and 29 partner organizations are launching a global development laboratory in the United States to help end extreme poverty by 2030.”
In it, the Rajiv Shah-led USAID’s key laboratory partners included popular names like Microsoft, Bill & Melinda Gates, and Michigan State University.

Accumulated here are four instances of the Obama Administration deliberately setting policy and establishing rules, often vaguely worded or simply open to fluid, and ideologically based interpretations — a hallmark of both Marxism and Maoism.
President Obama did not nominate an Administrator for the investment arm of the United States foreign policy machine until almost a year later.
President Obama enacted an executive order to grant INTERPOL and possibly other international law enforcement bodies to operate within the sovereign United States.
President Obama signed an Executive Order to classify anything and everything related to foreign governments days before his unprecedentedly delayed USAID Administrator was sworn in a year later.
USAID put forth its own amendment to budget Rules after the OMB updated them, days after the Bidens returned from Asia, allowing USAID to determine funding to non-Federal groups on a “case-by-case” basis.
Closing Out the Overview
In 2014, Rosemont Seneca raised $26 million for Counsyl, who performs genetic research, Obama approved a $27 billion aid package to Ukraine, and USAID sent Burisma holdings $17 million for a green energy project while Hunter Biden sat on the Board.
That wasn’t all, though, as USAID ended 2014 by sending $100 million to the PREDICT viral surveillance program.
The Wuhan Institute of Virology concluded critical facility upgrades and construction in January of 2015.
Hunter Biden’s Chinese investment firm, Bohai Harvest-RST (BHR), bought American automotive manufacturer, Henniges in the fall of 2015 for $600 million as a joint-venture with Mainland China’s AVIC.

USAID+NSF=MSU
Momentarily stepping back to 2011, USAID’s Rajiv Shah and the Director of the National Science Foundation, Subra Suresh, partnered their organizations on a project that combined the vision and resources of USAID with the National Science Foundation — the U.S. government’s clearing house of scientific and technological investments.
Part of the program, the USAID said in 2014, was a, “partnership with the U.S. National Science Foundation, drawing upon the university resources of the Higher Education Solutions Network (HESN)” and that they planned to, “send Fellows to opportunities in 13 countries around the world.”
I’ve previously written about Subra Suresh, namely of his election into the Chinese Academy of Sciences in 2014, as he left the National Science Foundation to serve as President of Carnegie Mellon University (CMU).
CMU, with a member of the PLA-linked Chinese Academy of Sciences serving as its president, housed the “CERT Division” of CISA, tasked with monitoring, detecting, and mitigating cyberthreats.

Who Even Is Rajiv Shah?
One final discrepancy I stumbled across is that of Rajiv Shah’s LinkedIn profile, where he lists himself as “Founder” of Latitude Capital Group, but with the date beginning in January of 2015.
Latitude Capital Group
Latitude Capital Group is an investment firm headquartered in Hong Kong, and with firm roots in Beijing and Shanghai. A 2002 archived latitudecapitalgroup.com displays a defunct overview of the boutique investment firm at the time.
A 2004 article by Dan Slater at asianinvestor.net made a passing mention that the president of a network security firm called NSFocus was flanked by two members of Latitude Capital Group during the interview.
Apparently set at the Shangri La hotel in Beijing, the members of investment firm were visiting with this tech executive at the popular location.
The hotel was located apparently in the middle of the Zongguancun District of Beijing — what was developing into a Chinese parallel to Silicon Valley in capital and technology.
A later 2010 version of the webpage shows us another co-founder of the investment firm, Frank K. Au, a Harvard Business School and Columbia University graduate. But he is not the one of most importance here.
The really interesting player here is Peter Kuo, a “Top-10 underwriter for US-listed China IPO’s,” in 2010, working for the investment firm Rajiv Shah founded, while Rajiv Shah was running the largest government investment firm on planet Earth.

Another Peter Kuo is also now the Vice Chair of the California GOP, and was recently featured in an article by National File. Their article was the impetus for my own on the Zongguancun District of Beijing, and the implications to America it presents.
Reassembling It All One Last Time
After making this one connection alone, we can build a broader context to the Obama Administration and some of what happened during those eight years that laid the groundwork for nearly every major geopolitical crisis America faces today.
The Obama administration set policies and bent procedures from literally day one to enact his agenda, and at the same time ordering policies to hide and obscure his administration’s affairs abroad without significant intervention from Congress or the Supreme Court.
By doing this, Rajiv Shah (who was unanimously confirmed by the Senate) was free to dump capital around the world into what became Covid-19 research, into Hunter Biden’s Burisma, and partnered USAID with Michigan State University, which creates another entire slew of major national security implications that echo still now.
Over the last 6 months or so, I and several other researchers have shown in great detail the Chinese Academy of Sciences’ infiltration of Michigan State University and other places.
If the Administrator of USAID from 2010 through 2014 was a business associate through Latitude Capital Group, which he (Rajiv Shah) founded, and was doing business in the Zongguancun Development Zone as far back as 2004…
…And since Latitude Capital had business ties already established in the Zongguancun District, which I showed clearly here is an incubator and clearing house for Chinese military and university research technologies to enter the global marketplace…
…It shows Rajiv Shah likely had a finger on the pulse of Chinese technological aspirations and initiatives as far back as 2004. ZGC-affiliated partners in “Z-Park” technology parks share many of the same researchers and laboratories with other groups like Microsoft who are also in the local technology parks.
It would also bring questions to Microsoft Research, who had a Key IT Lab overseen in China by former NSF scientist and MSU professor Lionel Ni until 2014.
It should raise eyebrows concerning billionaire philanthropist and tycoon Dr. Jonathan Choi, as he is a multi-time member of the Chinese Standing Consultative Conference, and chairman of the Bohai Rim Entrepreneur’s Association — Bohai Rim being the namesake of the maligned Bohai Harvest-RST fund, allegedly still held by Hunter Biden.
Dr. Choi funded MSU professors, and it would appear to some degree, also the now-defunct Michigan election company known as Konnech.
Further, in the even wider scheme of MSU’s implications, if Rajiv Shah were connected to Chinese Academy of Sciences technology or capital, he may also be aware of the researchers associated with USAID through the NSF-MSU shared ILLIDAN Lab.
From a wider lens yet, viral research, a pandemic, a vaccine, and a global pandemic response plan, also enriched the very same people, like those connected to Rajiv Shah through the Gates Foundation.
The State Department also had its share of facilitating what became a broken election system in every state that signed on to the (laughably named) “Democracy Playbook”-styled plans.
Increasing Chinese Priorities
What may be even more unnerving of the entire set of circumstances is that the USAID in this scenario ran under both Hillary Clinton and John Kerry.
Both Clinton and Kerry are ultimately responsible for the visas and international and NSF research grants behind a laundry list of conflicts of interest at just one university. MSU was performing some of our country’s most sensitive defense and biometrics research.
It was Hillary Clinton’s State Department that approved visas in 2009 for near-certain Thousand Talents Foreign Experts like Michigan State University’s Anil Jain to travel to teach abroad at Xi Xinping’s alma mater, Tsinghua University.
His service for China would eventually lead to his induction into the Chinese Academy of Sciences as a foreign member ten years after his beginning his tenure at Tsinghua.
Jain likely bumped elbows with Detroit’s Wayne State University School of Law and its then-Associate Professor, Jocelyn Benson, while she was speaking and recruiting at Tsinghua.
Clinton’s State Department approved Benson and her visits to recruit law students which continued through 2013, as well.
As a chief legal strategist within the DNC beginning in 2006, Benson and her academic department’s visits were specifically to recruit for study abroad programs, and would inevitably inform and contribute to the DNC’s political strategies moving forward — Maoist and Marxist principles of law.
They would also be directly responsible for enriching the Biden family and compromising national security with financial kompromat on the backswing of it all.
Joe Biden got upgraded to President, John Kerry is Secretary of State again, Hillary is mulling another defeat, banks are collapsing, another food shortage is imminent, no one cares about the new Chinese Spy Balloon, a Sudan biolab is now allegedly a risk, while we prepare for Sudanese refugees…
…And all anyone can talk about is imaginary Trump-DeSantis beef, imaginary AI Tucker Carlson videos, and imaginary money propping up our financial system…
…while a country 6,000 miles burns to the ground because of what these very same people did.
In 2015, The once-esteemed Lancet wrote of Shah’s resignation from USAID:
Rajiv Shah, head of USAID, is stepping down after 5 years at the embattled agency. His achievements might be more political than substantive.
From atop the Rockefeller Foundation, Rajiv Shah must be feeling pretty good about The Lancet’s assessment right about now.

Amazing research and tying the 1 year operated COO appointed by Obama under State with only HRC to account to then Rajiv Shah his ties to Rockefeller Foundation, Gates Foundation, Chinese Military Tech, Linked In slip ups, USAID to Sudan biolab, Metabiota, Ukraine bio labs, Russia wife of former Moscow mayor, $3.5 million to HBiden, Rosemont Seneca funding, Bohai, John Kerry, his step-son Chris Heinz, Burisma, MSU CSE, (not touching too much on Konnech but enough) EcoHealth, billions of AID in form of payback schemes, Burisma Green energy, Wayne State university, Jocelyn Benson recruitment of “exchange law students” growing Mao & Marxist legal theory in U.S. . I’ve left things out and at this point it’s far to overwhelming to have been made up. As I stated need to read again. I may need one of the VPs Venn diagram’s!
